Processing EU EN71 certification report for intelligent robots

EN71 is the EU standard for toy products. Europe has introduced the EN71 certification law for toys, and this document outlines the processing of EN71 certification reports for intelligent robots.

I. Core Preparations Before Application

1. Clarify the Certification Scope and Standard Modules

Basic Modules: EN71-1 (Physical and Mechanical Safety), EN71-2 (Flame Retardancy), EN71-3 (Chemical Migration)

Electronic Specific Modules: EN62115 (Electronic Toy Safety), requires simultaneous application and testing of electrical safety and electromagnetic compatibility.

Special Functions: If the robot has Bluetooth/Wi-Fi functionality, additional testing according to the RED Directive (Radio Equipment Directive) is required.

2. Technical Documents and Sample Preparation

Technical Documents: Product design drawings, Bill of Materials (BOM), Instruction manual (including age warning label), circuit schematic, PCB layout diagram, risk assessment report.

Test Samples: Provide 3-5 finished products (covering all colors and material variations). Different materials/colors require separate testing.

Special Requirements: Special attention should be paid to the battery compartment cover's sturdiness, the tensile strength of buttons/knobs, the roundness of the casing edges, and the short-circuit protection design of the battery's positive and negative terminals.

II. Specific Application Process

1. Choosing a Compliant Testing Organization

You must choose an organization that possesses testing capabilities for both EN71 and EN62115, such as Dezeway Testing (CNAS Registration No.: L8083).

Prioritize EU Notified Bodies or Authorized Laboratories to ensure your reports are recognized in the EU market.

2. Application and Quotation

Complete the application form provided by the testing organization and submit your company information and product data.

An engineer will provide a quotation and timeline based on the material, function, and testing items of the intelligent robot.

After confirming the quotation, sign a service agreement and pay the fees.

3. Laboratory Testing

EN71-1 (Physical and Mechanical Safety): Tests battery compartment cover stability, button/knob tensile strength (≥90N), casing edge rounding, drop test (1.3-meter hexahedral drop), battery positive and negative terminal short-circuit protection design, etc.

EN71-2 (Flame Retardancy): Tests the burning rate of the plastic casing (vertical burning ≤100mm/min), battery wire flame retardancy rating (must reach V-0 level).

EN71-3 (Chemical Migration): Tests heavy metal migration in surface coatings (lead ≤90ppm, cadmium ≤75ppm), phthalates in plastic parts (DEHP+DBP+BBP ≤0.1%).

EN62115 (Electronic Toys Only): Tests electrical safety (e.g., protection against electric shock, overcurrent protection), electromagnetic compatibility (EMC), temperature rise test (surface temperature ≤43℃), etc.

4. Report and Certificate Acquisition

The testing cycle is typically 5-7 working days. If rectification is required (e.g., phthalate levels exceed limits), the cycle will be extended accordingly.

The test report must include all test data from EN71-1/2/3 and EN62115, especially the temperature rise test results for electronic components.

EN71 itself does not issue a separate certificate; instead, the test report serves as the technical basis for CE certification, and the final CE Declaration of Conformity (DoC) is issued by a notified body.

5. CE Marking and Compliance Maintenance

Products must simultaneously display the CE marking, age warning (e.g., 3+), and battery safety warning (Do not swallow the battery).

If the battery model or casing material is changed, the chemical and mechanical properties must be reassessed, and supplementary testing may be necessary.

Test reports and DoCs must be kept for at least 10 years, as EU market regulators may conduct random inspections.

III. Cost Reference

Basic EN71 testing: 1000-2000 RMB/material

Including EN62115 testing: 2000-4000 RMB/batch

The cost difference mainly depends on the number of testing items, sample complexity, and whether rectification is required.
