EU PPWR Compliance Testing for Packaging Bags
Testing Overview
Packaging bags—including those made of PE, PET, composite materials, or featuring resealable closures—fall under the scope of the EU Packaging and Packaging Waste Regulation (PPWR). A distinction is made between packaging intended for food contact and packaging for general merchandise.
Mandatory Baseline Testing: Total content of four heavy metals (lead, cadmium, mercury, and hexavalent chromium) must not exceed 100 mg/kg.
For food-contact packaging, additional testing for PFAS (per- and polyfluoroalkyl substances) is required. Assessments for recyclability and recycled content verification can also be conducted upon request.
Packaging must be broken down into homogeneous units for testing; base materials, printing inks, and adhesive/laminating layers are tested separately. A single test report cannot cover different materials, ink colors, or manufacturing processes.
Required Documentation
Please provide a test request form, a Bill of Materials (BOM) for the packaging, and product photographs. Specify whether the packaging is intended for food contact and identify the destination country within the EU. Indicate if an English-language report is required. Please submit finished, mass-produced packaging samples; if possible, provide separate samples of the inks, laminating films, and adhesives used.
Full Processing Workflow
1. Requirement Confirmation: Verify packaging materials and food-contact status to determine the appropriate testing plan.
2. Submit documentation and send samples.
3. Laboratory receives and registers samples, then separates them into individual homogeneous material units.
4. Laboratory conducts testing and compares results against PPWR regulatory limits.
5. Data verification and internal laboratory review.
6. If compliant, a CNAS-accredited PPWR report is issued. If non-compliant, raw materials or inks must be replaced, followed by retesting.
The standard turnaround time at Deesev is 5–7 business days; the timeline for retesting is calculated separately.
Report Usage and Important Notes
The report is used for product listings on cross-border e-commerce platforms (such as Amazon), EU customs inspections, and market surveillance checks. It can be accompanied by a Declaration of Conformity (DoC) and serves as part of the technical documentation required for Extended Producer Responsibility (EPR) registration.
Any changes to the base materials, inks, adhesives, or lamination processes require the submission of new samples for testing. The test report is valid only for the specific samples submitted.
