US FDA Food-Contact Material Test Report for Aluminum Foil Baking Trays

FDA Compliance Testing for Aluminum Foil Baking Trays (Food-Contact Materials)

Testing Overview

Disposable aluminum foil baking trays are metal products that come into direct contact with food, typically used for high-temperature baking in ovens. For exports to the United States, these products are regulated under FDA 21 CFR standards. For trays made of pure aluminum, the requirements of 21 CFR 175.300 apply. If the trays feature oil-resistant coatings, laminates, or printing inks, these components must be evaluated separately.

Testing focuses on simulating high-temperature baking conditions. Migration tests are conducted using appropriate food simulants, categorized based on whether the food is acidic, aqueous, or fatty/oily.

Standard Testing Items:

1. Heavy metal migration (e.g., lead, cadmium, arsenic)

2. Aluminum migration

3. Total extractables (extraction testing)

4. For items with organic or non-stick coatings: coating extractables and residual solvents

5. For printed items: additional migration assessment for printing inks

Optional/Additional Testing: PFAS (per- and polyfluoroalkyl substances), fluorescent substances, and mineral oil residues.

Required Documentation

Please provide a completed test request form, product photographs, and a description of the materials—specifically noting the presence of any coatings, laminates, or printing. Clearly state the intended usage conditions (maximum baking temperature and types of food to be in contact with the product) and indicate whether an English-language report is required.

Samples must be finished, mass-produced products; for items with coatings or printing, the complete finished product must be submitted. Products with different coatings or inks must be tested separately; a single test report cannot cover multiple variations. Complete Processing Workflow

1. Requirement Confirmation: Determine whether the product is plain aluminum foil or coated/printed aluminum foil; confirm the baking temperature; and identify the appropriate FDA 21 CFR testing protocol.

2. Submit documentation and arrange for the shipment of samples.

3. Laboratory receives and registers the samples, distinguishing between the substrate, coating, and printing ink components for testing.

4. Conduct migration testing based on the specified operating temperature; perform laboratory analysis and verify all migration/leaching parameters.

5. Review data and complete an internal laboratory audit.

6. If compliant, issue an FDA food-contact test report (accredited by CNAS). If non-compliant, identify the risk factors; the aluminum material, coating, or ink may be adjusted, followed by re-testing.

The standard turnaround time at Deesev is 5–7 business days; the timeline for re-testing will be calculated separately.

Report Usage and Important Notes

The report is intended for use with Amazon US product listings, customs clearance, and market surveillance audits. There is no standalone "FDA certificate"; what is commonly referred to in the industry as "FDA certification" is, in fact, an FDA 21 CFR food-contact test report.

If there are any changes to the aluminum alloy composition, grease-resistant coatings, printing inks, or production processes, the product must be re-submitted for testing. The report is valid only for the specific samples submitted. As aluminum foil baking trays are designed for high-temperature use, the testing conditions are more rigorous than those applied to aluminum foil packaging intended for room-temperature use.
