Detailed Procedure for Obtaining a French DGCCRF Test Report for Silicone Baking Mats
Silicone baking mats are classified as silicone products intended for food contact. For exports to France, they must comply with the DGCCRF 2004/64 regulation, while also meeting the requirements of the overarching EC 1935/2004 framework. This standard differs from the German LFGB regulation. At Deesev, the standard turnaround time is 5 to 7 business days.
I. Preliminary Documentation and Testing Plan Confirmation
1. Complete the test application form, specifying the product (silicone baking mat), model, color, presence of any printing, maximum operating temperature, preferred language for the report, and whether a CNAS mark is required.
2. Supporting documentation: Product photographs, material specifications, and instructions for use (specifically regarding high-temperature baking). If the product features printed designs, the ink must be evaluated separately as a distinct homogeneous component.
3. Testing plan consultation: Given that baking mats are exposed to fats/oils and high temperatures, the testing protocol defaults to rigorous simulant conditions. Additional client-requested parameters—such as cyclic siloxanes (D4/D5/D6) or PFAS—can be included upon request. Please note that LFGB or EU 10/2011 test reports cannot serve as direct substitutes for a DGCCRF report for French customs clearance or inspections.
II. Sample Submission Requirements
Submit clean, unused finished silicone baking mats, with a total surface area of at least 200 cm². For products with printing, the base material and the ink will be sampled and tested separately. Please submit the samples in their original, uncut state.
III. Core Laboratory Test Items (DGCCRF Silicone Package)
1. Overall migration (using 95% ethanol as a fat simulant, appropriate for high-temperature baking conditions)
2. Organotin migration
3. Peroxide value
4. Volatile organic matter (VOM)
5. Primary aromatic amines
6. Specific migration of heavy metals
Test conditions are tailored to baking scenarios, simulating contact with fatty foods at high temperatures, in accordance with the EN 1186 series of standards.
IV. Testing, Report Issuance, and Results Handling
The turnaround time begins once all samples and documentation have been received and the testing plan has been confirmed. Upon passing the tests, a DGCCRF-compliant test report with CNAS accreditation will be issued (Dezewei Testing’s CNAS registration number: L8083). In the event of a failure, the silicone raw materials or the curing system may be adjusted, followed by re-testing (subject to separate charges). The report is accompanied by a Declaration of Compliance (DoC) for food contact and relevant technical documentation, which can be used for French customs clearance, audits by cross-border e-commerce platforms, and market surveillance inspections.
V. Important Notes
1. The test report is valid only for the specific samples submitted. Any changes to the silicone raw materials, curing agents, color masterbatches, or printing inks will necessitate re-testing.
2. Product labels must include the "glass and fork" symbol (indicating suitability for food contact) and the temperature resistance range to ensure product traceability.
3. A DGCCRF test report alone does not exempt importers in France from their legal responsibilities regarding food-contact products; importers are required to maintain a complete set of technical documentation.
