Testing Overview
Beach toys—such as sand shovels, buckets, hourglasses, molds, and playsets—are classified as toys intended for children under 12 years of age. Exporting these items to Amazon in the U.S. requires a Children’s Product Certificate (CPC), based on testing in accordance with ASTM F963 and CPSIA standards.
Standard testing parameters include: mechanical and physical properties (small parts, sharp edges/points, tension, and impact testing), lead content in coatings, total lead content in substrate materials, and phthalate levels. Products labeled for children under 3 years old are subject to stricter controls regarding small parts. Components made of different materials or featuring different colors within a set must be evaluated individually; a single test report cannot cover multiple distinct materials or colors. Required Documentation
You will need to provide a test request form, a list of product models, a Bill of Materials (BOM), actual product photographs, and details regarding warning labels on the packaging. Information about the manufacturer and the importer is also required for the preparation of the CPC. The Certification Process
1. Requirement assessment: Define the target age group, materials, and set components to establish the appropriate testing plan.
2. Submission: Provide the required documentation and send the samples.
3. Laboratory testing: The lab receives the samples and conducts physical and chemical testing.
4. Data review: Results undergo internal verification and auditing.
5. Issuance: If the product passes, an English test report is issued, and assistance is provided for drafting the CPC. If the product fails, raw materials or paints must be replaced, followed by re-testing.
The standard turnaround time is 5–7 business days; the timeline for re-testing is calculated separately.
Usage and Important Notes
The test report serves as the basis for the CPC, which is required for Amazon product listing approval, U.S. customs clearance, and market surveillance. Any changes to plastic raw materials, paints, structural design, or accessories will necessitate new samples for further testing. Please note that the CPC is issued by the importer, while the laboratory provides the supporting test report.
