Guidelines for Handling EU Packaging Directive 94/62/EC Reports on Cosmetic Bottles and Cans
1、 Nature and applicability of the report
The EU Packaging Directive 94/62/EC report is the basic compliance document for all packaging products entering the EU market. Cosmetic bottles and cans, as typical packaging products, need to meet their specified restrictions on heavy metals and harmful substances.
Applicable product scope:
Face cream bottle, lotion bottle, essence bottle
Foundation make-up, lipstick, lip gloss tube
Perfume bottle, spray bottle
Shampoo bottle, shower gel bottle
Plastic, glass, metal, composite material bottles and cans
2、 Core testing items
|Testing items | Limit requirements | Applicable materials
|Lead (Pb) | ≤ 100 ppm | All packaging materials
|Cadmium (Cd) | ≤ 100 ppm | All packaging materials
|Mercury (Hg) | ≤ 100 ppm | All packaging materials
|Hexavalent chromium (Cr ⁶⁺) | ≤ 100 ppm | All packaging materials
Note: The total amount of four heavy metals should not exceed 100 ppm (some brand customers have stricter requirements, with a single item ≤ 10 ppm)
3、 Processing procedure (usually 5-7 working days)
1. Preliminary preparation
Fill out the testing application form and provide product information (materials, specifications, color)
Confirm testing standards: 94/62/EC and its revised directives
Provide product photos and structural specifications
2. Sample requirements
Finished products or components of the same material and process
Usually, 5-10 complete samples are required for each material/color
The bottle cap, bottle body, gasket, coating and other components need to be sampled separately
3. Laboratory testing
Entrust a third-party laboratory with ISO 17025 qualifications
Sample pretreatment (digestion or extraction)
Heavy metal content analysis (ICP-OES/ICP-MS/AAS)
4. Issue a report
Test Report (English/Chinese English)
Stamped with CNAS/CMA qualification seal
The usual validity period after issuance is 1-2 years
4、 Key points and common questions for handling
1. Report language
It is recommended to provide an English or bilingual version for EU clients to review
2. Customer specific requirements
Some brands (such as L'Oreal, Procter&Gamble) may require testing for phthalates, bisphenol A, PFAS, etc
Suggest confirming the testing checklist with downstream customers in advance
3. Simplified version and full version
Simplified version: Only four heavy metals (94/62/EC minimum requirement)
Full version: including heavy metals and customer specified items
5、 Recommended Laboratory
Domestic institution: Dezewei Testing CNAS registration number: L8083
6、 Cost and cycle reference
|Service type | Cost range | Cycle
|4 basic heavy metals | 800-2000 yuan | 5-7 working days
Kind reminder: If you need to export food contact packaging or children's product packaging at the same time, it is recommended to prioritize confirming the specific testing list of downstream customers to avoid duplicate inspections due to missing items.
