The RoHS Directive is a mandatory standard established by EU legislation. It stands for the "Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment." The EU RoHS testing report application process and key points for portable energy storage power supplies are as follows:

I. Core RoHS Testing Requirements

1. Controlled Substances

10 hazardous substances must be tested for maximum content:

- Lead (Pb), cadmium (Cd), mercury (Hg), hexavalent chromium (Cr⁶⁺) ≤ 1000 ppm (Cd alone ≤ 100 ppm)

- Polybrominated biphenyls (PBBs) and polybrominated diphenyl ethers (PBDEs) ≤ 1000 ppm

- Four newly added phthalates (DEHP/BBP/DBP/DIBP) ≤ 1000 ppm

2. Applicable Standards

- Directive No.: 2011/65/EU (RoHS 2.0)

- Test Method: IEC 62321

II. Application Process (5 Steps)

▶ Step 1: Select a Certification Body

- Prioritize laboratories with CNAS/CMA accreditation (such as Dezewei Testing);

- Confirm whether the body supports whole-unit testing or material group testing (the latter is less expensive).

▶ Step 2: Submit Application and Samples

- Fill out the application form: Provide product specifications and a bill of materials (BOM);

- Send samples:

- Metal parts (housing/circuitry) → Test for four heavy metals (Pb/Cd/Hg/Cr⁶⁺);

- Non-metal parts (plastics/insulating materials) → Test for all ten substances.

▶ Step 3: Quote and Contract

- Testing fees vary based on the number and color of materials (reference price):

- Single material testing: Approximately ¥1,000 per item

- Whole-unit testing: ¥1,000-¥3,000;

- Sign the contract and pay the fees.

▶ Step 4: Laboratory Testing

- Duration: 5-7 working days (extended to 10 days for complex samples);

- Test Method: XRF scanning + chemical analysis.

▶ Step 5: Obtaining the Report

- Upon passing the test, a RoHS test report in both Chinese and English will be issued.

- The report must include:

- EU Notified Body number

- Product model and batch information

- Actual test data for each substance.

III. Key Considerations

1. Technical Document Retention

- Manufacturers must retain test reports, Declarations of Conformity (DoCs), and technical documentation for at least 10 years.

2. Special Exemptions

- Medical/monitoring devices have transitional exemptions (e.g., energy storage power supplies used for medical emergencies require separate certification).

3. Complete Device Certification Requirements

- If the power supply includes USB-C/wireless charging functionality, additional CE-EMC (EN55032/35) and CE-LVD (EN62368-1) certification is required.

IV. Recommended Solutions

- Cost Optimization: For products with multiple models in the same batch, a series of models can be covered to reduce duplicate testing.

- Faster Customs Clearance: Choose an organization that offers RoHS+CE integrated certification services (such as Dezewei Testing).
