Amazon US requires all children's toys and products to have a Children's Product Certificate (CPC) certificate. This article details the CPC testing and certification required for children's toy mops sold on Amazon, based on the latest regulations and platform requirements:

I. Basic Requirements for CPC Certification

1. Applicable Targets

- The CPC (Children's Product Certificate) is a mandatory safety certification for products for children aged 12 and under. Toy mops designed for children must be certified.

- Testing must be conducted by a CPSC-accredited laboratory, and the Amazon seller (as an importer) must issue the certificate themselves.

2. Core Regulatory Compliance

- ASTM F963-23 (Latest Version of the Toy Safety Standard): Mandatory compliance for products manufactured after April 20, 2024.

- CPSIA (Consumer Product Safety Improvement Act): Limits on lead content (≤100 ppm) and phthalates (≤0.1%).

- 16 CFR Part 1501: Preventing choking hazards from small parts (for children under 3 years old).

II. Special Testing Items for Toy Mops

Based on their structural characteristics, the following key testing items are required:

1. Physical and Mechanical Properties

- Handle strength (tensile/torque testing) and the stability of detachable parts (such as the mop head) to prevent the risk of small parts from falling off.

- Edge sharpness testing to prevent scratches.

2. Chemical Safety Testing

- Material Composition: The mop fabric (if plush) must be tested for phthalates; plastic/metal components must be tested for heavy metals such as lead and cadmium.

- Coating Safety: Comply with the lead paint ban in 16 CFR 1303.

3. Flammability

- The fabric must pass the ASTM F963-2 flame test, with a flame retardancy of ≤ 3 seconds.

4. Warning Labels and Age Rating

- The packaging must be labeled with the intended age (e.g., "3+") and include a small parts choking hazard warning (if it contains detachable parts).

- The product must have a permanent tracking label (including the manufacturer's name and date/location of production).
