According to the EU REACH regulation, trailer locks exported to the EU must undergo chemical safety testing and issue a compliance report. The specific process and precautions are as follows:

I. Core Testing Requirements

1. SVHC Restrictions

- The concentration of substances of very high concern (SVHCs) in the product must not exceed 0.1% (such as heavy metals such as lead, cadmium, and phthalates).

- As of 2025, the SVHC Candidate List has expanded to 250 items, and testing must be conducted according to the latest list.

- Metal components (such as alloy lock bodies) and coatings of trailer locks must be tested for common restricted substances such as chromates (such as lead chromate) and flame retardants.

2. Testing Scope

- All materials that come into contact with the human body or the environment, including the metal lock body, plastic handle, and rubber seals, must be covered.

II. Test Report Process

1. Preliminary Preparation

- Provide a product bill of materials (BOM) to clearly identify the materials of each component.

- Select an ECHA-accredited third-party laboratory (such as Dezewei Testing).

2. Submission and Testing

- Sample Quantity: Typically 2-3 complete finished products.

- Test Items:

- Metal Parts: Testing for heavy metals such as lead, cadmium, mercury, and hexavalent chromium.

- Non-metal Parts: Testing for phthalates, polycyclic aromatic hydrocarbons (PAHs), short-chain chlorinated paraffins (SCCPs), etc.

- Turnaround Time: Approximately 5-7 working days (may be longer for complex materials).

3. Report Issuance and Compliance Marking

- The report must include: laboratory qualifications (CMA/CNAS), SVHC test results, and substance content data.

- If the results are satisfactory, the report is valid indefinitely (unless the product material is changed).

III. Key Considerations

1. Regulatory Updates

- The SVHC list is updated annually, and the latest list must be reviewed regularly.

2. Supply Chain Responsibility

- Importers or EU Representatives (ORs) are obligated to report to ECHA if SVHC levels exceed the limit and the annual export volume exceeds 1 ton.

3. Cost and Timeliness

- Fees are calculated based on the number of materials (approximately 500-2000 RMB per item for metal parts, higher for non-metal parts).

- It is recommended to allow one month for customs clearance to avoid customs clearance delays.

IV. Recommended Procedures

1. Confirm the composition of all materials in the trailer lock and compile complete supply chain information.

2. Entrust a qualified laboratory (such as Dezewei) to conduct SVHC testing.

3. Keep the test report and ensure all accompanying documents are complete to prepare for random inspections by EU customs.
