Guidelines for Obtaining PPWR Four-Item Test Reports for Paper Products
I. Background Information on PPWR Regulations
PPWR (EU Packaging and Packaging Waste Regulation) is a new packaging regulation in the EU that will come into effect in 2025, gradually replacing the previous Directive 94/62/EC. Paper packaging, as a renewable material, holds an important position in the EU market, but exporting companies still need to meet the four core compliance testing requirements of this regulation.
II. Four Core Testing Items
| No. | Testing Item | Main Testing Content | Limit Requirements
| 1 | Heavy Metal Migration | Lead (Pb), Cadmium (Cd), Mercury (Hg), Hexavalent Chromium (Cr⁶⁺) | Total ≤100 mg/kg
| 2 | Phthalates | DEHP, DBP, BBP, DIBP, etc. (8 types) | Single item ≤0.1%
| 3 | Polycyclic Aromatic Hydrocarbons (PAHs) | Benzo[a]pyrene, etc. (16 types of PAHs) | Total ≤50 mg/kg
| 4 | Formaldehyde | Migratable formaldehyde | ≤0.5 mg/dm² (Food Contact Paper)
Note: If paper products involve food contact, additional Food Contact Materials (FCM) testing is required.
III. Application Process (5 Steps)
Step 1: Confirm Product Scope
Clarify product category (corrugated cardboard, cardboard boxes, paper bags, paper cups, lunch boxes, etc.)
Confirm whether it contains composite structures such as ink coatings, adhesives, or laminations.
Step 2: Select a Testing Institution
Recommended institutions include those with the following qualifications:
ISO 17025 accredited laboratories
CNAS/CMA accredited
Experience in testing under EU regulations
Reports recognized by EU customs and retailers
Commonly used domestic and international institutions: Dezewei Testing CNAS Registration No.: L8083
Step 3: Submit Application Materials
Required documents:
1. Testing application form (template provided by the institution)
2. Samples (usually 5-10 complete finished products)
3. Product composition list (including inks, adhesives, coatings, etc.)
4. Manufacturer information (name, address, contact information)
5. Previous test reports (if any, for reference)
Step 4: Laboratory Testing
Testing cycle: Standard items 5-7 business days; expedited processing can be shortened to 3-5 business days.
If the initial test fails, the agency will provide rectification suggestions, and the company can retest after optimization.
Step 5: Report Issuance and Subsequent Use
Obtain a bilingual (Chinese and English) test report.
The report is typically valid for 1-2 years (depending on client and platform requirements).
The report can be used for: export customs clearance, entry into EU e-commerce platforms (such as Amazon Europe), brand factory audits, etc.
IV. Fee Reference
| Item | Single Test Fee (RMB)
| Full Set of Four Tests | Approximately 600 - 2000 RMB
The above are reference prices; actual costs vary depending on the agency, sample complexity, and whether expedited processing is available.
V. Key Considerations for Processing
1. Sample Representativeness: Samples in mass production status must be provided. Avoid using R&D samples or customized samples, which could invalidate the report.
2. Composition Consistency: The declared composition must be completely consistent with the actual product; otherwise, failure to pass customs sampling inspection will result in the risk of recall.
3. Regulatory Updates: The PPWR guidelines are still under development. It is recommended to monitor regulatory developments every 6 months and update testing protocols accordingly.
4. Report Usage Scenarios: Confirm the report's intended use (export, e-commerce, retail). Different scenarios may have different report formats and notarization requirements.
5. Composite Products Require Separation: Composite packaging such as paper + plastic film and paper + aluminum foil requires separate evaluation for each component.
