EU EN71 Certification Report Process for Repair Tools and Toys

I. Product Suitability Analysis

Children's repair tools and toys (such as toy wrenches, toy screwdrivers, toy hammers, toy drill sets, etc.) fall under the functional toy category of EN71 certification and are subject to the following standards:

EN71-1: Mechanical and Physical Properties (Core Standard)

EN71-2: Flame Retardancy

EN71-3: Migration of Certain Elements (Heavy Metals)

II. Processing Procedure

Step 1: Sample and Document Preparation

Provide representative samples (at least 3-5 complete tool sets)

Prepare a product BOM list (materials, plastic/metal composition, coatings, etc.)

Provide product instructions and design drawings (if any)

Step 2: Product Disassembly and Risk Assessment

Determine by age group (under 3 years old/over 3 years old/over 8 years old)

Identify mechanical hazards such as small parts, sharp edges, protrusions, and gaps

Assess whether the packaging labeling complies with EN71-1 requirements

Step 3: Laboratory Testing

| Testing Items | Specific Content

| Physical and Mechanical Testing | Tensile Testing, Torque Testing, Drop Testing, Pressure Testing, Small Parts Testing

| Flame Retardant Testing | Burning Rate Upon Contact with Flame

| Chemical Testing | Migration of 8 Heavy Metals (Lead, Cadmium, Chromium, Mercury, Arsenic, Selenium, Antimony, Barium)

| Labeling Inspection | Warning Statements, Age Labels, Instructions for Use

Step 4: Report Issuance

An EN71 test report is issued after all items pass.

The report is typically valid for 1-3 years (depending on laboratory and purchaser requirements).

Step 5: CE Marking and DoC

Affixing the CE marking.

Preparing the EU Declaration of Conformity (DoC).

The entire process typically takes 5-7 working days.

III. Key Compliance Points

1. Small Parts Risk: Screws, nuts, and other small parts for repair tools must meet the requirements for choking hazards if swallowed by children under 3 years old, or be labeled "Not suitable for children under 3 years old".

2. Sharp Edges and Points: Metal tools must be ground down to have no accessible sharp edges or points.

3. Functional Warnings: Power tool toys must include battery safety warnings.

4. Chemical Safety: Colored coatings must comply with EN71-3 heavy metal migration limits.

IV. Practical Recommendations

Testing Cycle: Typically 5-7 working days

Estimated Cost: Approximately 800-3000 RMB, depending on product complexity

Recommendation: Incorporating EN71 compliance considerations into the product design phase can effectively reduce subsequent rectification costs.
