Processing EU REACH Test Reports for Craft Gifts

Date:2026-10-13 09:50:49 Classification :【question】 Visits:
The category of craft gifts is diverse, involving a wide range of materials; auxiliary materials such as pigments, glues, and coatings are prone to exceeding SVHC (Substances of Very High Concern) limits. Below is an outline of the complete process for obtaining an EU REACH test report for craft gifts, covering the latest regulatory requirements for 2026.

I. Specific Testing Rules for Craft Gifts

Most craft gifts fall under the category of "articles" and do not require complex chemical substance registration; typically, only SVHC testing is required. The EU's latest SVHC list (as of 2026) comprises 253 substances. The core determination rules are as follows:

If the weight percentage of an SVHC substance in any single material within the gift exceeds 0.1%, and the total annual export volume to the EU exceeds 1 tonne, a notification obligation to the European Chemicals Agency (ECHA) must be fulfilled.

Even if the export volume is less than 1 tonne, if the SVHC content exceeds 0.1%, compliance information must still be communicated to EU importers and consumers during customs clearance and sales.

Craft gifts containing metal fittings, plastic coatings, leather or textile components, or printing inks must also meet the restriction requirements of REACH Annex XVII, such as mandatory limits for cadmium, nickel release, phthalates, and polycyclic aromatic hydrocarbons (PAHs).

II. Preliminary Preparation

1. Organize Basic Product Information

Compile a complete Bill of Materials (BOM) and break down the craft gift into distinct homogeneous units. For example, a ceramic ornament should be separated into the ceramic body, glaze, printed coating, and metal hanging cord; a wooden craft item should be separated into the wood itself, surface paint, glue, and hardware fittings. Different homogeneous units must be tested separately.

2. Confirm Testing Scope

Standard craft gifts generally require testing for the full list of 253 SVHC substances. However, for items such as gifts with tracking functions for children or accessories with parts that come into direct contact with the skin, it is recommended to simultaneously conduct testing for restricted substances listed in REACH Annex XVII to avoid failing platform spot checks. 3. Selecting a Compliant Laboratory

You must select a third-party testing agency accredited with ISO/IEC 17025, CNAS, and CMA certifications. The laboratory's report format must be compatible with the IUCLID6 submission system to be accepted by EU customs and the Amazon platform.

III. Complete Processing Workflow

1. Submit Application and Documentation

Fill out the testing application form provided by the laboratory and simultaneously submit the product manual, material composition list, brand and company information, and the EU importer's name, address, and contact details.

2. Send Test Samples

Provide a sufficient number of representative samples as required by the laboratory. For standard small craft gifts, 2–3 complete finished products usually suffice; for large, multi-material ornaments, samples can be submitted by separating them into distinct homogeneous units.

3. Laboratory Testing

The laboratory conducts SVHC screening and content testing on each separated homogeneous unit individually, in accordance with standards such as IEC 62321 and EN series.

4. Issue Official Report

Upon successful testing, the laboratory issues an English-language REACH test report. This report clearly details the SVHC detection status for all materials, substance concentrations, and conclusions regarding threshold compliance.

5. Follow-up Compliance Support

If necessary, a Safety Data Sheet (SDS) compliant with the latest 2026 requirements can be prepared simultaneously to meet additional demands from EU importers and customs clearance authorities.

The standard testing turnaround is 3–5 working days. Costs for craft gifts vary based on the number of homogeneous units identified during material breakdown. The report remains valid indefinitely, provided there are no changes to the product formula, raw materials, or manufacturing process.

IV. Key Pitfalls to Avoid for Craft Gifts

1. Small accessories on craft gifts—such as metal clasps, printed stickers, and adhesives—are the most likely to exceed SVHC limits. Do not overlook small components by testing only the main body; EU spot checks frequently target these less obvious parts for sampling.

2. The EU REACH electronic submission system has been upgraded for 2026; reports must support automatic indexing in XML format. Confirm report format compatibility with the laboratory in advance to avoid rework during the submission process. 3. For items in the same product series featuring different colors or printed patterns, separate testing is required if the coating formulations or pigment compositions differ; a single test report cannot be shared across these variations.

4. It is recommended to include clauses regarding composition verification in supply chain contracts, requiring upstream suppliers of pigments and adhesives to provide corresponding Safety Data Sheets (SDS). Controlling SVHC substances at the source in this manner can significantly reduce the likelihood of testing failures.
