Compliance Guidelines for Sealed Storage Containers (French DGCCRF)

I. Applicability Analysis

Sealed storage containers are primarily used for food storage (dry goods, snacks, leftovers, etc.). As they are materials that come into contact with food, their export to France must comply with the relevant regulations of the DGCCRF (French Directorate General for Competition, Consumer Affairs and Fraud Control) regarding food contact materials, particularly Decree Décret n°2007-766 and EU Regulation (EU) 1935/2004.

II. Compliance Testing Items

Based on common materials used in sealed containers, the following tests are required:

1. Plastic Materials (PP/PE/PET, etc.)

Overall migration (deionized water, 3% acetic acid, olive oil simulation solution)

Specific migration (heavy metals such as lead and cadmium)

Phytaldehyde (plasticizer)

Bisphenol A (BPA, for PC materials)

Sensory testing (odor, color transfer)

2. Silicone Materials

Volatile substance content

Peroxide residue

Heavy metal migration

3. Metal Seals/Coatings

Specific Metal Migration (Cr, Ni, Al, etc.)

Coating Peeling Test

III. Compliance Process

Step 1: Material Confirmation

Clarify the materials and suppliers for each component, including the box body, sealing ring, and lid.

Step 2: Laboratory Selection

Select a French DGCCRF accredited or French food contact materials accredited laboratory (DEZEW Testing CNAS Registration No.: L8083).

Step 3: Sample Preparation

Prepare finished product samples (generally 2-5 pieces) and raw material samples.

Provide product instructions and material declarations.

Step 4: Testing Submission

Testing cycle is usually 5-7 working days.

The laboratory conducts migration tests according to French standards.

Step 5: Report Acquisition

Issuance of a DGCCRF compliance test report (French or English-French bilingual).

The report is used for French customs clearance and market sales.

Step 6: Declaration of Conformity Documents

Prepare a Declaration of Conformity (Déclaration de (Conformity)

Signed by the manufacturer or importer

IV. Key Considerations

Sealing Ring Material: Silicone or rubber sealing rings require separate testing. Common non-compliance issues include excessive volatile matter or migration.

Printing/Coating: The ink used for printing on the box surface must meet food contact requirements to avoid excessive heavy metals.

Test Simulation Solution Selection: Select according to the actual usage scenario (water-based, oil-based, acidic, etc.)

Validity Period: It is recommended to update the test report every 2-3 years to ensure continuous compliance.

Labeling Requirements: Product packaging must indicate material identification, operating temperature, and whether it is microwave-safe.

V. Compliance Costs and Timeframe

Testing Fee: Approximately RMB 800-2000, depending on material complexity.

Processing Time: 5-7 business days

Recommendation: Send a small sample for testing before mass production to avoid losses due to the entire batch being returned due to non-compliance.
