RoHS Report Application Process for Electronic Instruments in China

I. Preliminary Preparation Stage

1. Confirm Product Scope of Application

Confirm that the electronic instrument falls under the control scope of the "Regulations on the Restriction of Hazardous Substances in Electrical and Electronic Products".

Clarify the product classification and corresponding testing standards.

2. Prepare Basic Documents

Product manual, technical specifications

Bill of Materials (BOM)

Raw material supplier information

Product disassembly diagrams

Business license and enterprise qualifications

II. Selecting a Testing Institution

3. Selecting a Qualified Third-Party Laboratory

Select a testing institution with CNAS (China National Accreditation Service for Conformity Assessment) accreditation (Dezewei Testing CNAS registration number: L8083)

Confirm that the laboratory's testing capabilities cover relevant standards for electronic instruments (such as GB/T 26125, GB/T 26572, etc.)

III. Sample Testing Stage

4. Sample Preparation and Submission

Provide test samples (generally 2-3 finished products or key components are required)

Fill out the testing application form

Submit to the designated laboratory

5. The laboratory conducts testing for:

Ten parameters including: lead (Pb), mercury (Hg), cadmium (Cd), hexavalent chromium (Cr6+), polybrominated biphenyls (PBBs), and polybrominated diphenyl ethers (PBDEs).

The testing cycle is typically 5-7 working days (depending on product complexity).

IV. Report Issuance and Utilization Stage

6. Obtaining the Test Report

After passing the test, the laboratory issues a CNAS-accredited China RoHS test report.

The report includes: test results, standard limits, test methods, and conformity assessment conclusions.

7. Completing Conformity Assessment

Archive and retain the test report for subsequent regulatory inspections.

Cooperate in fulfilling the supplier's declaration of conformity as required by the "Management Measures".

V. Subsequent Compliance Management

8. Labeling and Declarations

Affix environmental labels (including limited substance labels) to the product or packaging.

Prepare and retain the "Hazardous Substance Declaration Document".

9. Document Archiving for Future Reference

Manage the validity period of the test report (periodic retesting is recommended).

Establish a product hazardous substance management file.

Key Considerations

Testing Standard: Usually GB/T 26125-2011 (equivalent to IEC) (62321)

Timeframe: Standard testing takes approximately 5-7 business days; expedited service can reduce this to 3-5 business days.

Cost Range: Depending on product complexity, costs typically range from 800 to 2000 RMB.

Certificate Maintenance: RoHS test reports are recommended to be updated every 1-2 years to ensure continued compliance.
