EU PPWR Compliance Guidelines
I. What is PPWR?
PPWR (Packaging and Packaging Waste Regulation) is a new regulation adopted by the EU in 2024 (EU 2024/...), replacing the previous Directive 94/62/EC. This regulation applies directly to all member states upon its entry into force and is mandatory for companies placing packaging and packaging products on the EU market. Its core objectives are to reduce packaging waste, improve recyclability, and promote a circular economy.

If your company sells packaged products to the EU, whether manufactured within the EU or imported from a third country, you are required to fulfill relevant reporting obligations.
III. Key Reporting Content
The following are the core data required by PPWR:
1. Packaging Deployment (Quality and Quantity): Reported separately by member country and by material type (paper, plastic, metal, glass, composite materials).
2. Recyclability Grade (A–E): Classified according to assessment systems such as EN 13430, with a target of all packaging reaching Grade A by 2030.
3. Recycled Plastic Content: A minimum recycling rate is required for plastic packaging (except for contact-sensitive packaging).
4. Packaging Weight Reduction Progress: Compared to the 2018 baseline, the target is a 5% reduction by 2030, a 10% reduction by 2035, and a 15% reduction by 2040.
5. Reuse Targets: Applicable to specific scenarios such as transport packaging, retail packaging, and takeaway packaging.
6. Hazardous Substance Declaration: Restrictions on hazardous substances such as PFAS and phthalates.
IV. Compliance Process (Suggested Procedure)
Step 1: Self-Assessment
Take stock of all packaging types, materials, and weights used in the EU market;
Assess whether the current design meets the recyclability grade A requirements;
Calculate the actual percentage of recycled plastic content.
Step 2: Select Registration Country
Based on the "first-to-market principle," EPR registration is typically conducted in the first member state where the product is sold;
The systems vary by country, such as LUCID in Germany, Citeo in France, and Aardapparaat in the Netherlands.
Step 3: Appoint a Local Authorized Representative
Non-EU companies must appoint an authorized representative within the EU (Article 40) to represent the company in fulfilling reporting and fee payment obligations.
Step 4: Submit Annual Reports
Packaging data for the previous calendar year is usually submitted by March 31st each year (slight variations may occur in member states);

Step 5: Obtain Compliance Certificate
