Small household appliances EU ROHS test report application requirements and proc

The RoHS Directive is a mandatory standard established by EU legislation, the "Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment." This article details the requirements and process for obtaining an EU RoHS test report for small household appliances:

I. Core Testing Requirements

1. Restricted Substance List

- Metallic materials: Required testing: lead (Pb), cadmium (Cd), mercury (Hg), and hexavalent chromium (Cr⁶⁺). Limits: ≤ 0.01% for cadmium and ≤ 0.1% for all other substances.

- Non-metallic materials: Additional testing: 4 phthalates (DEHP/DBP/BBP/DIBP) and polybrominated biphenyls (PBBs)/polybrominated diphenyl ethers (PBDEs), for a total of ten items. The phthalate limit is ≤ 0.1%.

- Special Components: High-risk components such as power cords, circuit board coatings, and plastic casings require separate testing.

2. Product Coverage

- All small household appliances with AC ≤ 1000V and DC ≤ 1500V, such as electric kettles, vacuum cleaners, microwave ovens, and coffee makers.

- This includes complete appliances, parts, and packaging materials.

3. Exemptions

- Some high-temperature solders (such as bismuth strontium calcium copper oxide cables) are exempt from the lead content limit, valid until June 30, 2027.

II. Application Process (5-10 business days)

1. Document Preparation

- Complete the application form (including model and material list);

- Provide a circuit schematic, manual, and bill of materials (BOM).

2. Sample Separation and Inspection

- Separation principle: Classify by material (metal/plastic/coating, etc.). For each category, provide:

- 10-20g solid sample/10-20mL liquid sample (for chemical testing);

- 3-5 finished products (covering all color/material variations).

- Key components to be disassembled: power adapter, battery, and printed circuit board.

3. Laboratory Testing

- Method Selection:

- Chemical Testing (Most Accurate): Detects all restricted substances;

- XRF Scanning Initial Screening + Chemical Retesting (Cost Optimization).

- Testing Cycle: 5-7 days for basic projects, extended to 10 days for complex products (e.g., those with batteries).

4. Reporting and Certification

- Upon Pass, Obtain:

- RoHS Test Report (including detailed data);

- CE Declaration of Conformity (DoC), required for use with the CE mark.

III. Cost and Cycle Reference

| Product Complexity | Cost Range (RMB)

| Single Material Small Appliance | 1,000-2,000

Note: The cost increases by 20%-30% for each additional color or material variant.

IV. Key Compliance Points

1. Labeling and Marking

- Products must be labeled with the CE mark, model number, manufacturer's address, and RoHS Declaration of Compliance.

- Packaging must be marked with a recycling symbol (such as a trash can symbol).

2. Document Retention Obligations

- Technical documents such as test reports and DoCs must be retained for at least 10 years for random inspections in the EU market.

3. Market Supervision and Penalties

- Products that fail testing may be subject to customs detention, recall, and fines of up to tens of thousands of euros.
