EN71 is the EU standard for toys. Europe introduced the EN71 toy certification directive, which uses the EN71 standard to technically regulate toys entering the European market, thereby reducing or preventing harm to children. The complete process and key points for obtaining the EU EN71 certification report for comfort toys are as follows:

I. Core Preparations Before Certification

1. Confirmation of Applicable Standards

- Comfort toys (such as teethers, rattles, and stuffed animals) are considered toys for children under 14 years old and are required to pass EN71-1 (physical properties), EN71-2 (flame retardancy), and EN71-3 (heavy metal migration) testing. Some toys containing electronic components require additional EMC testing.

- Note: If the product contains liquid fillings (such as rattles) or detachable parts, additional assessment of the choking hazard of small parts is required.

2. Documentation and Sample Preparation

- Technical Documents: Product design drawings, bill of materials (BOM), and instruction manual (including age warning label).

- Test Samples:

- Provide 3-5 finished products (covering all color and material variations);

- Different materials/colors require separate testing (e.g., silicone chews vs. textile components).

2. Sample Delivery and Contract Signing

- Samples are shipped to the laboratory and a testing agreement is signed (specifying costs and turnaround time).

3. Laboratory Testing

- Approximately 5-7 business days (up to 10 days for complex products).

4. Reports and Certificates

- Upon passing the test, you will receive:

- EN71 test report (including detailed data);

- CE Declaration of Conformity (DoC).

5. CE Marking

- The CE mark and manufacturer information are marked on the product/packaging.

IV. Cost and Turnaround Time Reference

- Cost: Approximately 1,000-2,000 RMB (depending on the complexity of the material, with an additional color/material charge).

- Turnaround time: 5-10 business days (from sample delivery).
