EU REACH testing items and procedures for tool bags

REACH is the European Union's regulation on the Registration, Evaluation, Authorization, and Restriction of Chemicals (REC). It is a proposed regulation covering the safety of chemical production, trade, and use. The core REACH testing items and procedures required for tool bags (such as tool kits and storage bags) exported to the EU are organized based on EU Regulation (EC) No. 1907/2006 and the latest SVHC list (as of 2025):

I. REACH Testing Items (by Material)

1. Non-metallic Materials (fabrics, plastic coatings, rubber handles, etc.)

- Full SVHC Testing: 197 Substances of Very High Concern (SHCs) (e.g., phthalates, polycyclic aromatic hydrocarbons (PAHs), short-chain chlorinated paraffins (SCCPs))

- Key Substance Limits:

- Phthalates (DEHP/DBP/BBP/DIBP) ≤ 1000 mg/kg

- Polycyclic Aromatic Hydrocarbons (PAHs) ≤ 1 mg/kg (for parts in contact with skin)

2. Metal Parts (zippers, buckles, metal rings, etc.)

- Heavy Metal Migration Testing: Lead (Pb), Cadmium (Cd), and Nickel (Ni) Release (Ni ≤ 0.5 μg/cm²/week)

- Surface Coating: Hexavalent Chromium (Cr⁶⁺) must not be detected

3. Printing Inks/Dyeing

- Azo Dyes: 24 banned carcinogenic aromatic amines (≤ 30 mg/kg)

- Organotin Compounds: Tributyltin (TBT) ≤ 0.1%

II. Certification Process and Key Steps

Step 1: Material Separation and Sample Preparation

- Provide 3-5 complete samples, packaged by material (metal/non-metal)

- Submit a Materials List (including component material ratios and supplier's compliance statement)

Step 2: Laboratory Testing

- Testing Cycle: 5-7 working days (plus additional consultation for urgent needs)

- Testing Methods:

- Non-metallic: GC-MS (gas chromatography-mass spectrometry) for SVHC

- Metals: ICP-OES (Inductively Coupled Plasma Optical Emission Spectrometry) for Heavy Metals

Step 3: Report Preparation and Submission

- Required Report Contents:

- Product model, batch number, EU importer information (specific address required)

- Test results against the SVHC limit table (attached with Dezewei CNAS registration number: L8083, such as ISO 17025)

- Declaration of Conformity (DOC)

Step 4: Amazon/Customs Submission

- Required uploads to the backend:

- REACH test report (original PDF)

- Product label image (with bilingual English and French warnings)

III. High-Risk Points and Mitigation Suggestions

- Additional testing for contaminants in the recycled materials (e.g., brominated flame retardants) is required.

2. Anti-mold/waterproof coatings:

- Organofluorinated compounds (PFOA/PFOS) require separate testing (limit ≤ 0.001%).

3. Report Validity Period:

- 5 years (however, any material changes require immediate re-inspection).
