The EN71 testing and certification process and key requirements for children's toys exported to the UK are organized according to EU standards (the UK will continue to use the EN71 system after Brexit). The process is divided into 5 steps:

I. Scope of application of certification

- Applicable products: All toys designed for children under 14 years old, including but not limited to:

- Plastic/plush toys (dolls, building blocks)

- Electronic toys (remote control cars, musical toys)

- Outdoor toys (scooters, trampolines)

- Paints/handmade toys (finger paints, science kits)

- Special requirements: Electric toys must additionally comply with the EN62115 electrical safety standard

III. Certification process (5 steps)

1. Prepare materials and apply

- Fill in the application form and provide:

- 2-3 samples (covering all materials/colors)

- Parts list (BOM) (specify material type)

- Product manual or design drawing

2. Institutional evaluation and quotation

- The testing agency quotes based on the complexity of the material and the number of test items - Sign an agreement and pay the fee

3. Laboratory testing stage

- Physical test: simulate children's use scenarios (fall, torque, etc.)

- Chemical test: heavy metal dissolution (ICP-MS), flame retardancy (burning rate measurement), etc.

- Cycle: 5-7 working days (extended to 10 days for complex products)

4. Report review and rectification

- If it fails (such as excessive lead), the material needs to be adjusted and re-submitted for inspection

5. Obtain certificates and logos

- After passing, EN71 test report + CE certificate will be issued (marked in compliance with EU Toy Directive 2009/48/EC)

- CE mark + age warning icon affixed to the product

IV. Key points

1. Material compliance focus

- Avoid the use of phthalate plasticizers (DEHP/DBP) and azo dyes

- Small parts need to pass the tensile test (to prevent falling off and swallowing)

2. Agency selection recommendations

- Look for laboratories with UKCA/CE certification qualifications (such as Dezewei Testing)

3. Label and packaging requirements

- Warnings must include English and graphic symbols (such as "Not suitable for children under 3 years")

- Battery-containing toys must be marked with voltage parameters

Q: How long is the certification valid?

A: There is no fixed validity period, but material changes or standard updates (such as the addition of heavy metal items in EN71-3) require re-testing.

Q: Do pure wooden toys need full-item testing?

A: Yes! Physical tests (EN71-1) and heavy metal migration tests (EN71-3) are still required.

Q: Is EN71 valid after Brexit?

A: The UK still uses the EN71 standard, but it must simultaneously meet the UKCA marking requirements (in parallel with the CE mark until the end of 2025).
