On September 25, 2025, the European Union published in its Official Journal revised Regulation (EU) 2025/1930, officially adding Dechlorane Plus to the restricted list of the POPs Regulation, which will automatically take effect 20 days later. This brings the number of restricted substances in Part A of Annex I of the POPs Regulation to 32.
I. Control requirements for Dechlorane Plus under Regulation (EU) 2025/1930
Dechlorane Plus, including its cis- and trans-isomers
Control requirements
1. For the purposes of this entry, point (b) of Article 4(1) shall apply to Dechlorane Plus in concentrations:
(a) equal to or less than 1 000 mg/kg (0.1% by weight) in substances, mixtures or articles before 15 April 2028;
(b) equal to or less than 1 mg/kg (0.0001% by weight) in substances, mixtures or articles after 15 April 2028. 2. As an exception, Dechlorane Plus may be placed on the market and used for the following purposes:
(a) aerospace, space and defence applications, until February 26, 2030;
(b) medical imaging applications, until February 26, 2030;
(c) radiotherapy equipment and devices, until February 26, 2030;
(d) spare parts and repairs for any of the following:
(i) land-based motor vehicles;
(ii) stationary industrial machinery used in agriculture, forestry and construction;
(iii) marine, gardening, forestry and outdoor power equipment other than those covered by (ii);
(iv) aerospace, space and defence applications;
(v) instruments for analysis, measurement, control, monitoring, testing, production and inspection;
if Dechlorane Plus was originally used in its production, until the end of its useful life or December 31, 2043, whichever is earlier:
(e) Spare parts and repairs of any of the following:
(i) medical devices and their accessories in accordance with Regulation (EU) 2017/745;
(ii) in vitro diagnostic medical devices and their accessories in accordance with Regulation (EU) 2017/746;
Articles originally used to produce Dechlorane Plus may continue to be used until the end of their useful life.
3. The Commission shall assess whether the specific exemptions referred to in points (a), (b) and (c) of paragraph 2 need to be extended by 1 April 2028 at the latest.
4. Articles containing Dechlorane Plus that are already in use in the Union on or before the expiry date of the relevant exemptions referred to in points (a) to (d) of paragraph 2 may continue to be used.
5. Spare parts containing Dechlorane Plus referred to in points (d)(iv) of paragraph 2 that are present in the Union on or before 31 December 2043 shall be allowed to be placed on the market and used.
II. About Dechlorane
Dechlorane Plus (DP), an additive flame retardant, is used in a variety of applications, including wire and cable sheathing, electrical and electronic equipment components, automotive parts, aircraft and other transportation-related parts, rigid plastic connectors, and plastic roofing materials.

Persistent Organic Pollutants (POPs) are human-generated chemicals that persist in the environment, accumulate in the food chain, and pose a risk to human health.
