Obtaining EU REACH Test Reports for Digital Accessories

EU REACH Testing for Digital Accessories

For digital accessories, REACH (EC 1907/2006) compliance typically involves screening for Substances of Very High Concern (SVHC) from the Candidate List, as well as testing for restricted substances listed under Annex XVII. This process results in a third-party test report—not a certificate—which is commonly required for e-commerce and customs clearance. It is recommended to choose a laboratory with CNAS accreditation (Dezewei Testing, CNAS Registration No.: L8083).

I. Process

1. Preliminary Assessment: Provide a Bill of Materials (BOM) for the product. The product will be broken down into its constituent homogeneous materials (e.g., plastic casings, cables, rubber, coatings, adhesives, and metal platings) to determine the necessary testing scope (SVHC Candidate List + Annex XVII).

2. Engagement: Complete the application form, confirm costs and turnaround time, sign the service agreement, and process payment.

3. Sample Submission: Provide 2–3 sets of finished products. For individual homogeneous materials, a minimum of 50g of each is required. Samples must be representative of the production batch.

4. Laboratory Testing: Samples undergo preparation and instrumental chemical screening. Compliance criterion: The concentration of any SVHC in a single homogeneous material must be ≤0.1% (w/w).

5. Report Issuance: A REACH test report (in Chinese and English, with CNAS accreditation) is issued. The standard turnaround time is 5–7 business days; expedited service is available.

6. Export Compliance:

- Exceedance: If an SVHC concentration exceeds 0.1% and the annual import volume exceeds 1 tonne, the substance must be notified to the European Chemicals Agency (ECHA), entered into the SCIP database, and communicated throughout the supply chain.

- Documentation Retention: Retain test reports, BOMs, and material specifications for future reference.

II. Common Test Items for Digital Accessories

- SVHC Candidate List (continuously updated by ECHA; currently includes 253 substances).

- Annex XVII: Restricted substances, including phthalates, lead, cadmium, hexavalent chromium, and short-chain chlorinated paraffins (SCCPs).

III. Sample Requirements

For digital accessories (such as charger housings, data cables, earphone cases, stands, or protective films), testing fees are calculated based on individual homogeneous materials rather than the complete device. Different plastics, inks, and rubber components are tested separately.
