Guide to Obtaining EU EN71 Certification for Textured Hand-held Balls

Textured hand-held balls are classified as toys for children under 14 years old, especially sensory training products for infants and toddlers. Exporting to the EU requires compliance with the EN71 series standards.

I. Applicable EN71 Core Standards

The following test items are mainly involved in the testing of textured hand-held balls:

| Standard | Test Content

| EN 71-1 | Physical and mechanical properties (small parts, shape, edges, tips, drop test)

| EN 71-2 | Flame retardancy (burning rate)

| EN 71-3 | Migration of 19 specific elements (chemical safety such as heavy metals and phthalates)

| EN 71-9 | Migration of organic compounds (applicable to toys that may come into contact with skin)

| EN 71-12 | Nitrosamines and nitrosamines (if made of rubber/silicone)

II. Compliance Report Processing Procedure

1. Product Category Confirmation: Sensory training toys for children under 14 years old

2. Material Safety Review: Compliance of heavy metals, plasticizers, and bisphenol A in silicone/TPR/plastic materials

3. Laboratory Testing: EU accredited laboratory (ISO) 17025) Issuance of test report (Dezewei Testing CNAS Registration No.: L8083)

4. Technical document preparation: including product description, bill of materials, and safety assessment

5. CE Declaration of Conformity (DoC): Signed by the manufacturer/importer

III. Key Product Characteristics to Focus On

Oral Contact Risk: Infants and young children may chew on these parts; heavy metal migration (lead, cadmium, nickel, aluminum, etc.) is a major concern.

Sensory Aspect Ripple Design: The presence of sharp points, edges, or the risk of detachment must be assessed.

Silicone/Rubber Material: Must comply with nitrosamine restrictions.

Odor Requirements: Must not have a pungent odor.

IV. Compliance Recommendations

It is recommended to clearly label the product as "Suitable for children aged X months and above" (e.g., 0+, 3+, 6+).

Retain complete supplier raw material SDS and COC certificates.

Choose raw material suppliers that have passed EN71 certification to reduce risks from the source.

Note: If a textured hand-held ball is advertised as having "early education/intellectual development" functions, it falls under the typical toy category and must obtain EN71 certification. If it is sold only as an "adult stress-relieving toy," the product description must clearly state that it is not a toy/not suitable for children under 14 years old to avoid the risk of misuse.
