Guidelines for Obtaining EU EN71 Reports for Building Block Toys

Building blocks toys (such as LEGO bricks, magnetic tiles, snowflake blocks, plastic building models, etc.) exported to the EU must pass EN71 certification and bear the CE mark. The following are the detailed application points:

I. Applicable Core Standards

Building blocks toys typically require testing according to the following standards:

| EN71-1 | Mechanical and physical properties (small parts, sharp edges and angles, compressive strength, tensile strength, etc.)

| EN71-2 | Flammability test

| EN71-3 | Migration of 19 specific elements (heavy metal content)

Building blocks containing magnets must also comply with EN71-4 (test kit) or relevant magnetic safety requirements.

II. Application Process

1. Complete the application form – Provide product information, material specifications, applicable age range, etc.

2. Send samples – Generally, 2-5 finished product samples are required.

3. Laboratory testing – Conduct a full set of tests according to EN71 standards.

4. Issue a report – An English version of the EN71 test report will be issued after the tests are passed.

5. Affix the CE marking – Once the report is issued, the CE marking can be used on the product.

IV. Key Testing Focus (Building Toys)

Due to the special nature of building toys, the laboratory will focus on the following:

Small Parts Testing: Preventing children under 3 years old from swallowing (especially small building blocks)

Tensive Strength Testing: Ensuring that building blocks do not easily detach or separate

Drop Test: Ensuring that no small fragments are produced after a drop

Heavy Metal Testing: Chemical safety of plastic raw materials and surface coatings

Magnetic Testing (if applicable): Preventing magnets from falling off and being swallowed

V. Processing Time and Costs

Processing Time: Regularly 5-7 working days (expedited processing can be shortened to 3-4 days)

Cost Range: Generally ranging from 800-2000 RMB, depending on the product material and complexity.

1. 1. **Select a Qualified Laboratory:** The laboratory must be a third-party organization accredited by CNAS or A2LA (e.g., Dezeway Testing CNAS Registration No.: L8083).

2. **Report Validity:** EN71 test reports do not have a fixed validity period, but the EU conducts market spot checks. Retesting is recommended before establishing a stable long-term supply.

3. **CE Compliance:** The EN71 report is part of the CE technical documentation. A CE Declaration of Conformity (DoC) and technical documents are also required.

4. **Child Age Rating:** The applicable age range labeled on the product directly affects the rigor of the test.
