EVA foam EU REACH report processing steps

REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) is the EU regulation concerning the registration, evaluation, authorization and restriction of chemicals. EVA foam exported to the EU must comply with its requirements. The following are the detailed application steps:

I. Preliminary Preparation Stage

1. Clarify Product Information

Confirm the chemical composition of EVA foam (ethylene-vinyl acetate copolymer)

Identify whether the product contains Substances of Very High Concern (SVHCs), focusing on phthalates, heavy metals, flame retardants, etc.

Gather basic information such as product formula, uses, and annual export volume.

2. Choose a Compliance Strategy

Based on the substance content and risk level, common compliance methods include:

Registration: Substances with an annual export volume ≥ 1 ton require registration with ECHA.

Notification: Notification is required when the SVHC content in the finished product exceeds 0.1% (w/w) and the annual export volume exceeds 1 ton.

Information Transmission: Transmit the SDS (Safety Data Sheet) downstream along the supply chain.

II. Testing and Technical Assessment Stage

3. Commission Third-Party Laboratory Testing

Key Testing Items: SVHC 253-item screening, phthalates, heavy metals such as cadmium, lead, and mercury.

Select a laboratory with GLP (Good Laboratory Practice) accreditation or ISO (Good Laboratory Practice) certification. 17025 certified EU accredited laboratory (DEZEW Testing CNAS registration number: L8083)

Obtain the test report (it is recommended to keep both Chinese and English versions)

4. Prepare Technical Documents

Product Ingredient Information Sheet

Safety Data Sheet (SDS)

Test Report and Analytical Methods

Exposure Scenarios and Risk Assessment (if applicable)

III. Application Submission Stage

5. Select a Sole Representative (OR)

Non-EU companies must appoint a sole representative within the EU to fulfill their REACH obligations.

Sign an OR appointment agreement, clearly defining the division of responsibilities.

6. Submit REACH Registration/Notification

Submit online through the REACH-IT system.

Pay the corresponding administrative fees (based on tonnage).

IV. Subsequent Maintenance Stage

7. Obtain Reports and Compliance Certificates

Obtain a REACH registration number or notification confirmation letter.

Prepare a product declaration document that complies with REACH requirements.

8. Continuous Compliance Monitoring

Follow the ECHA's semi-annual SVHC candidate list.

Reassessment is required when formula changes occur.
