Guidelines for Obtaining China RoHS Test Reports for Massagers
I. Overview of China RoHS Regulations
China RoHS, officially known as the "Administrative Measures for the Restriction of Hazardous Substances in Electrical and Electronic Products" (implemented in 2019), restricts the use of hazardous substances in electrical and electronic products. Massagers (including neck massagers, eye massagers, massage chairs, and fascia guns) fall under the category of small household appliances and are explicitly included in the RoHS control scope.
II. Controlled Hazardous Substances and Limits
According to GB/T 26572-2011 "Requirements for Labeling of Restricted Use of Hazardous Substances in Electronic and Electrical Products", the hazardous substances and limits to be tested in massagers are as follows:
| Hazardous Substance | Limit Requirements | Test Methods
| Lead (Pb) | ≤ 1000 ppm | XRF screening + wet chemical confirmation
| Mercury (Hg) | ≤ 1000 ppm | XRF screening + wet chemical confirmation
| Cadmium (Cd) | ≤ 100 ppm | XRF screening + wet chemical confirmation
| Hexavalent Chromium (Cr⁶⁺) | ≤ 1000 ppm | Ultraviolet Spectrophotometry
| Polybrominated Biphenyls (PBBs) | ≤ 1000 ppm | Gas Chromatography-Mass Spectrometry
| Polybrominated Diphenyl Ethers (PBDEs) | ≤ 1000 ppm | Gas Chromatography-Mass Spectrometry
| Phthalate Esters (4 items)* | ≤ 1000 ppm | Gas Chromatography-Mass Spectrometry
Note: The four phthalate esters (DEHP, BBP, DBP, DIBP) were included in the control scope in 2019.
III. Testing Standards
GB/T 26125-2011 (equivalent to IEC 62321): Test Methods for Six Restricted Substances in Electrical and Electronic Products
GB/T 29786-2013: Determination of Phthalate Esters in Electrical and Electronic Products
GB/T 26572-2011: Requirements for Labeling of Restricted Use of Hazardous Substances
SJ/T 11364-2014: Labeling of Restricted Hazardous Substances
IV. Processing Procedure
Step 1: Confirm Product Classification
Identify the type of massager (handheld massager, massage chair, eye massager, back massager, etc.). Different products may involve different materials.
Step 2: Disassemble and Prepare for Testing
For accurate testing, it is recommended to disassemble and submit parts by material:
Shell/Plastic parts (ABS, PC, PP, etc.)
Circuit Board (PCB)
Metal components
Rubber/Silicone parts (massage head, contact surfaces, etc.)
Battery (if lithium battery is included, it will be evaluated separately)
Power adapter
Step 3: Select a Testing Institution
Certified by CMA and CNAS
Accredited capabilities include testing for hazardous substances in electronic and electrical appliances
Recommended: National or provincial testing institutes (e.g., Dezewei Testing, CNAS registration number: L8083)
Step 4: Complete the Application Materials
Product Specifications
BOM (Bill of Materials)
Instructions for Use
Business License (for company submission)
Sample Information Sheet
Step 5: Sample Submission
Submit after disassembly or as a whole unit (the institution will disassemble and sample)
Sample Quantity: 2-3 samples per unit recommended Item
For large or small items, multiple units of the same model can be delivered.
Step 6: Laboratory Testing
The testing cycle is generally 5-7 working days (may be extended if disassembly is required). Expedited processing can be shortened to 3-4 working days.
Step 7: Report Issuance
After passing the test, a "China RoHS Hazardous Substance Test Report" will be issued. The report will specify:
Company Information
Product Information
Test Items and Limits
Test Results for Each Material
Whether it meets the requirements
Step 8: Affixing Environmental Labels
Products must be labeled with the hazardous substance restriction mark on the product or packaging before being put on the market:
Or, according to the "Management Measures," self-declaration/nationally promoted voluntary certification can be adopted.
V. Cost Reference
The cost varies depending on the product and the number of disassembled materials:
Single material small parts: Approximately 800-3000 RMB
Specific costs need to be quoted by consulting a testing agency based on the material type and the number of testing items.
VI. Compliance Requirements After Application
1. Labeling Requirements
Whole Product Sales: The product itself must have a green "e" logo or an orange warning label affixed/printed.
Packaged Sales: The outer packaging must display:
Numerical Meaning: Environmentally friendly service life of core components (e.g., 10 years)
2. Information Reporting
According to the "Administrative Measures for the Restriction of Hazardous Substances in Electrical and Electronic Products":
Products included in the national voluntary certification program (such as computers, monitors, etc.) must obtain CQC certification.
Other Products: Enterprises can use a self-declaration method, retaining test reports and technical data for future reference.
3. Continuous Compliance
Reassessment is required when materials change.
RoHS reports are recommended to be updated every 1-2 years.
Key suppliers must provide material certificates.
VII. Notes on Application
1. Material Separation Principle: Materials of different colors, materials, and suppliers should be tested separately.
2. Report Validity Period: Although not mandatory, it is recommended to update annually or upon significant changes.
3. Regional Requirements: Compliance is required for sales within China (including e-commerce platforms).
4. Cross-border e-commerce: Platforms such as Amazon, JD.com, and Tmall may require RoHS reports.
5. Component Management: It is recommended that core component suppliers provide material declarations to establish a supply chain compliance chain.
