The core of complying with the EU Packaging and Packaging Waste Directive (94/62/EC) for packaging bags is to prove that your packaging meets heavy metal content limits, basic composition requirements, and meets the EPR (Extended Producer Responsibility) registration and labeling requirements of the target market.
Starting from 2025, the new EU Packaging and Packaging Waste Regulation (PPWR) is gradually replacing the old directive, but during the current transition period, Directive 94/62/EC remains the core basis for enforcement.
1、 The three pillars of core compliance
To legally sell packaging bags to the European Union, the following three things must be completed simultaneously:
Chemical compliance: Heavy metal content testing (must comply with limit values).
EPR registration: Register packaging laws in the country of sale and pay the return fee.
Label identification: correctly print material codes, recycling signs, and warning messages.
2、 Step 1: Chemical Compliance (Heavy Metal Testing)
This is the most basic 'admission certificate'. The EU directive strictly limits the total amount of four heavy metals in packaging materials.
Test Standard
Standard number: EN 13428 (reference standard)/CONEG (American standards are often cited, but EU standards are based on 94/62/EC).
Test object: All components of the packaging bag (including bag body, ink, glue, zipper, handle, etc.).
Limit requirement: The total content of lead (Pb) must not exceed 100 ppm (mg/kg).
Note: It is the sum of four metals combined, not a single item.
Procedure
Sampling: Separate the different material parts of the packaging bag (such as plastic film, printing layer, adhesive layer). If physical separation is not possible, it needs to be tested as a whole or as the most risky part.
Submission for testing: sent to a laboratory with ISO 17025 qualification (Dezewei Testing CNAS registration number: L8083).
Method: Acid digestion and ICP-MS (inductively coupled plasma mass spectrometer) are usually used for quantitative analysis.
Report: Obtain test report and confirm that the total PE-LDPPE is less than).

Ensure that the importer/responsible person's address is printed.
Sign DoC: Draft and sign a declaration of conformity.
Upload platform: Fill in the EPR number in the Amazon/independent website backend.
