For auto parts exported to California, California Proposition 65 testing is indeed an essential step, crucial for successfully expanding into the US market. Here's the process for obtaining a California Proposition 65 testing report for auto parts:

1. Clarify the Scope of Testing and Key Substances

Auto parts require close monitoring of substances listed in the California Proposition 65 list, including lead (Pb), cadmium (Cd), and phthalates (DEHP, DBP, etc.). Specific limits are as follows:

Lead: Total lead content ≤ 100 ppm (applicable to metal parts, plastic coatings, etc.);

Cadmium: ≤ 300 ppm (metal plating, plastic parts);

Phytaldehyde: Total DEHP, DBP, BBP, DIBP, DnHP ≤ 1000 ppm (PVC wiring harnesses, floor mats, interior parts, etc.).

2. Select a Compliant Testing Organization

You must entrust a third-party laboratory with CNAS/CMA accreditation and familiarity with California Proposition 65 standards. For example: Dezeway Testing (CNAS registration number: L8083)

3. Prepare Documents and Samples

Required Documents:

Product manual (including material specifications);

Bill of Materials (BOM, specifying the supplier for each material);

Testing application form (provided by the testing organization, requiring information such as product intended use and export region).

Sample Requirements:

Submit samples separately by material (e.g., metal brackets, plastic shells, rubber seals, etc.);

Each material sample should weigh 20-50g (or 3-5 complete parts, such as screws or clips).

4. Testing Process and Cycle

Application and Quotation

After submitting the documents, the laboratory will provide a quotation based on the product complexity (e.g., material types, testing items). The cost is typically 1000-3000 RMB per material.

Sample Submission and Testing

After samples arrive at the laboratory, they are tested using equipment such as ICP-MS (heavy metals) and GC-MS (phthalates). The turnaround time is approximately 5-7 business days (up to 10 days for complex samples).

Report Issuance and Review

Upon successful testing, the laboratory issues an English test report, including:

Sample information, test items, and limit standards;

Test results for each substance (e.g., "Lead: 50ppm (<100ppm, acceptable)").

5. Subsequent Compliance Requirements

Warning Label: If the test results exceed the limits, a California Proposition 65 warning must be affixed to the product or packaging, for example:

"WARNING: This product can expose you to chemicals including lead, which is known to the State of California to cause cancer and birth defects or other reproductive harm. For more information go to www.P65Warnings.ca.gov."

Document Archiving: Test reports must be retained for at least 5 years for random checks by the California Attorney General's Office.

Important Notes

Material Change Requires Retesting: If the raw materials of the parts (such as plastic particles or plating processes) are changed, retesting is required.

Exemption Clause: Some automotive parts (such as metal parts welded at high temperatures) may be eligible for lead content exemptions; prior confirmation with the laboratory is required.
