EN71 is the EU standard for toy products. The European Union introduced the EN71 certification law for toys to technically regulate toys entering the European market.
I. Applicable Basis
Sandpit shovels are outdoor children's toys. According to EU toy safety regulations, such products entering the EU market must undergo EN71 certification testing to prove that they meet EU safety, health, and environmental requirements for toys for children under 14 years old. This is also a mandatory entry requirement for cross-border platforms such as Amazon Europe.
II. Application Process
1. Selecting a Certification Body: Choose an EU-recognized organization with toy testing qualifications (such as Dezewei Testing) and confirm the service content and price.
2. Submitting Application and Documents: Obtain and complete the testing application form from the organization, and submit the prepared product documents.
3. Sending Test Samples: Provide 2-3 sandpit shovel samples identical to those actually sold and send them to the designated laboratory.
4. Laboratory Testing: Conduct physical and mechanical testing, flame retardancy testing, heavy metal testing, and other tests on the samples according to the relevant EN71 standards.
5. Obtaining the Report/Certificate: After passing the test, the laboratory will issue an EN71 test report; if all items meet the standards, the certification body will issue an EN71 certification certificate.

III. Required Documents

IV. Core Testing Items
Given the characteristics of sandpit shovels, the main tests required are the first three parts of EN71:

EN71-1 Physical and Mechanical Performance Test: This focuses on testing sharp edges (to prevent children from being injured), tensile/compression test (to verify the secure connection between the shovel handle and the head), drop test (simulating drops during use to ensure structural integrity), and small parts test (for small shovels, confirming the absence of easily detachable dangerous small parts).
2. EN71-2 Flame Retardancy Test: If the shovel is made of plastic, its burning rate must be tested to ensure it self-extinguishes within a specified time after contact with a fire source; for metal materials, this requirement can be adjusted according to the specific circumstances.
3. EN71-3 Heavy Metal Leaching Test: This test detects the content of 19 migratable heavy metals, including lead, cadmium, chromium, and mercury, in the shovel material, ensuring compliance with limits to prevent children from ingesting harmful substances through contact or chewing.
V. Fees and Timeframe
Fees: Typically around RMB 1000, but the exact amount varies depending on the complexity of the product materials, the number of tests, and the chosen certification body. Please consult the agency for an accurate quote.
Timeframe: After receiving the samples and complete documentation, the laboratory can normally complete the testing and issue a report within 5 business days.
VI. Notes
1. Ensure the sample is completely consistent with the final product sold to avoid invalid test results due to sample discrepancies.
2. If the sandpit shovel comes in different colors and materials, corresponding samples must be provided separately. Each material/color may require individual testing.
3. EN71 test reports are valid indefinitely unless there are changes to the product design or EU regulations. If the platform or buyer has special requirements, their regulations shall prevail.
