Children's toy safety standards and the EN71 certification process: Battery-powered early education machines, as typical electronic children's toys, require EN71 certification that considers three core dimensions: mechanical safety, chemical compliance, and electrical risks. The entire process can be divided into six key steps, each with specific requirements for electronic components.

Step 1: Clarify the Certification Scope and Standard Modules

Battery-powered early education machines require a focus on the three basic modules of EN71 plus one specific electronic module:

1. EN71-1 (Physical and Mechanical Safety)

- Key Testing Points: Battery compartment cover sturdiness (to prevent children from disassembling batteries and causing swallowing risks), tensile strength of buttons/knobs (≥90N), rounded edges of the casing (avoiding sharp edges), drop test (1.3-meter hexahedral drop).

- Specific Electronic Items: Whether the battery positive and negative terminals have short-circuit protection design, and whether the wires have sufficient insulation (thickness ≥0.1mm).

2. EN71-2 (Flame Retardancy)

- Testing focus: Burning speed of the plastic casing (e.g., ABS/PC) (vertical burning ≤100mm/min), and the flame retardancy rating of the battery wires (must reach V-0 level).

3. EN71-3 (Chemical Migration)

- Testing focus: Heavy metal migration from surface coatings (e.g., printed patterns) (lead ≤90ppm, cadmium ≤75ppm), and phthalates (DEHP+DBP+BBP ≤0.1%) in plastic parts.

4. EN 62115 (Electronic Toys Only)

- This standard requires separate application for testing. It tests electrical safety (e.g., protection against electric shock, overcurrent protection) and electromagnetic compatibility (EMC). Together with EN71, it constitutes the technical documentation for CE certification.

Step 2: Technical Documents and Sample Preparation

The required documentation is more complex than for ordinary toys. It is recommended to organize it into "Electronic List + Mechanical List":

1. Qualification Requirements: Must select a laboratory with testing capabilities for both EN71 and EN 62115 (e.g., Dezewei Testing CNAS registration number: L8083).

2. Testing Cycle: Basic items 5-7 working days, if rectification is required (e.g., phthalate exceeding the standard).

3. Key Test Item Examples:

- Small Parts Test: Use a Φ31.7mm standard gauge to check if the battery compartment cover is detached (detachment indicates a small part, requiring a warning label).

- Battery Short Circuit Test: Simulate a short circuit between the positive and negative terminals; the product must automatically disconnect power or fuse for protection within 30 seconds.

Step Four: Report and Certificate Acquisition

1. Test Report: Must include all test data from EN71-1/2/3 and EN 62115, especially the temperature rise test results for electronic components (surface temperature ≤43℃).

2. Certificate Format: EN71 itself does not issue a separate certificate; instead, the test report serves as the technical basis for CE certification, with the final CE Declaration of Conformity (DoC) issued by a notified body.

Step 5: Cost Breakdown and Control

The total cost is approximately 800-2000 RMB, broken down as follows:

Cost-Saving Tip: Request EN71-3 test reports for plastic raw materials from the material supplier in advance; this can reduce some of the cost of repeated testing.

Step 6: Subsequent Compliance Maintenance

1. Labeling Standards: Products must simultaneously display the CE mark, age warning (e.g., "3+"), and battery safety warning ("Do not swallow the battery").

2. Change Management: If the battery model or casing material is changed, the chemical and mechanical properties must be reassessed, and supplementary testing may be necessary.

3. Document Archiving: Test reports and DoCs must be kept for at least 10 years, as EU market regulators may conduct random checks at any time.

If your early education machine has Bluetooth or Wi-Fi functionality, it also needs to pass the RED Directive (Radio Equipment Directive) test. It is recommended to apply for this simultaneously with EN71, which can save approximately 30% of the processing time.
