The GB4806 testing process for disposable paper trays does indeed need to be designed in light of the characteristics of paper products, focusing on both material safety and ensuring that the production process complies with food contact standards. The entire process can be clearly divided into three stages: document preparation, sample testing, and report issuance.

Disposable Paper Tray GB4806 Testing Process

1. Preliminary Preparation Stage

- Standard Clarification

Disposable paper trays are food contact paper products and must comply with GB 4806.8-2016 "National Food Safety Standard - Paper and Paperboard Materials and Products for Food Contact," while also meeting the general safety requirements of GB4806.1.

- Document Submission

- Complete the testing application form (including product name, material, specifications, production process, etc.);

- Provide product instructions and a list of raw materials (such as base paper, coating materials, inks, etc.);

- If coatings or printing are involved, a safety compliance declaration for the coatings/inks is required.

- Sample Requirements

- Standard sample quantity: 10-30 complete paper trays (covering different batches to ensure representativeness);

- If the paper trays are coated, the coating material must be indicated (e.g., PE, PLA, etc.), and an uncoated sample of the original paper must be provided for comparison.

2. Laboratory Testing Stage

| Sensory Requirements | Appearance (no odor, mold, foreign matter), Color (normal, no abnormal color fading)

| Total Migration | The total amount of migrating substances under simulated different food contact scenarios (e.g., water, acidic foods, alcoholic foods)

| Potassium Permanganate Consumption | Measures the migration of oxidizable organic matter, indirectly reflecting hygiene conditions

| Heavy Metals (as lead) | Detects the leaching amount of heavy metals such as lead, cadmium, and arsenic; limit ≤1.0 mg/kg

| Fluorescent Substances | Detects fluorescence intensity at wavelengths of 254nm and 365nm; non-food grade fluorescent whitening agents are prohibited.

| Microbiological Indicators | Escherichia coli, Salmonella (only for paper plates that directly contact ready-to-eat foods)

| Decolorization Test | Tests whether the surface of the paper plate bleeds color using solvents such as ethanol and n-hexane.

- Testing Cycle: Routine Items 5-7 business days, expedited processing can be reduced to 3 days (additional expedited fee applies).

3. Report Issuance and Rectification

- Report Content: Includes test items, methods, results, and conclusions, and must indicate "Complies with GB 4806.8-2016 standard requirements".

- Handling of Non-compliance: If any indicator exceeds the standard (e.g., positive for fluorescent substances, excessive heavy metal leaching), the following must be done:

1. Investigate raw materials (e.g., replace with paper without fluorescent whitening agents, compliant coating materials);

2. Optimize production processes (e.g., adjust the curing temperature of printing inks);

3. Resubmit samples for testing until all items are qualified.

- Report Purpose: Used for production license applications, e-commerce platform entry, customer acceptance, etc. Validity is usually 1 year (retesting is required if product formula or process changes).

Key Considerations

1. Special Requirements for Coated Paper Trays: If the paper tray surface has a PE/PLA coating, additional testing for phthalates (DEHP, DBP, etc.) is required, complying with the requirements for plastic materials in GB 4806.7-2016.

2. Selection of Testing Institutions: Testing institutions must be CMA/CNAS certified (e.g., Dezeway Testing CNAS registration number: L8083). Reports must bear the CMA stamp to be legally valid.

3. Labeling Standards: After passing testing, the product must be labeled "For Food Contact Use" and the material (e.g., "Paper + PE Coating"), complying with the labeling requirements of GB 4806.1-2016.
