The EU's framework regulation for food contact systems is (EC) No 1935/2004. To date, it covers materials including plastics (EU) No 10/2011, regenerated cellulose films (2007/42/EC), ceramics (84/500/EEC), rubber (93/11/EEC), and active and smart materials (EC) No 450/2009.

I. Core Regulations and Testing Standards

Baking mats are classified as silicone rubber food contact materials (FCMs) and must comply with the following regulations:

1. Framework Regulation: (EC) No 1935/2004 (General Safety Requirements)

2. Specific Regulations:

- (EU) 2022/1616: Specific Migration Limits for Silicone Rubber Articles (Mandatory from 2025)

- EU 10/2011: General Rules for Plastic Materials (Applicable to Plastic Components in Silicone Rubber)

3. Testing Standards:

- EN 1186 Series: Total Migration (OM) Test

- EN 13130 Series: Specific Migration Limits (SML)

- EN 14372: Heavy Metal Leaching (Lead, Cadmium, etc.)

II. Mandatory Test Items and Limit Requirements (Updated 2025)

Note: If the baking mat contains printed patterns, additional testing for heavy metals (lead, cadmium, mercury, chromium) and primary aromatic amines (PAAs) in the ink is required.

III. Testing Process (5 Steps)

1. Select an EU Accredited Laboratory

- Qualification Requirements: EN ISO/IEC 17025 certified; Dezeway Testing CNAS Registration No.: L8083.

- Sample Quantity: Provide 3 unused finished products (including complete packaging and instructions).

2. Determine the Testing Protocol

- Simulated Conditions:

- Temperature: 175℃ × 2h (simulated baking) + 40℃ × 10 days (long-term storage)

- Simulated Liquids: Olive oil (for fatty foods), 3% acetic acid (for acidic foods).

- Additional Testing Scenario: If claiming "suitable for air fryers," an additional 230℃ high-temperature test is required.

3. Obtaining the Test Report

- Report Elements:

- Product Description (Material, Dimensions, Color)

- Testing Standard (e.g., (EU) 2022/1616 Article 2)

- Comparison Table of Measured Data and Limits

- Laboratory Stamp and Signature (must include CNAS/ILAC markings).

4. Issuance of Declaration of Conformity (DoC)

- Template Content:

[Manufacturer Name] declares that this baking mat (model XXX) complies with (EC) No 1935/2004,

(EU) 2022/1616 and EU 10/2011 requirements, and is suitable for baking environments ≤230℃.

Test Report Number: XXX, Laboratory: XXX.

- Supply Chain Traceability: The DoC must include raw material supplier information (e.g., silicone batch number).

5. Labeling and Marketing

- Mandatory Labeling:

- Knife and fork icon (⏊) + Instructions for use (e.g., "Wash before use").

- Temperature range (e.g., "Applicable temperature: -40℃ to 230℃").

- Warnings (if applicable):

> "Do not expose to open flame" (if contains silicone resin).
