SDS (Safety Data Sheet) or MSDS (Material Safety Data Sheet) reports are required in the following situations:
I. Regulations and trade requirements
1. Export trade
When products are exported to countries or regions such as the EU, the United States, Canada, and Japan, SDS/MSDS reports must be provided in accordance with local regulations (such as EU REACH regulations, US HCS-2012 standards, Japanese JISZ7253 standards, etc.) for customs clearance, transportation, and downstream compliance review.

3. Supply chain delivery obligations
According to the requirements of the EU REACH regulations and other requirements, chemical manufacturers or suppliers must deliver SDS/MSDS to downstream users (importers, distributors, etc.) along the supply chain.
II. Transportation and logistics
1. International transportation requirements
When transporting by sea, air or land, shipping companies, airlines or freight forwarders will require SDS/MSDS to evaluate transportation compliance (such as whether it complies with the International Maritime Dangerous Goods Code IMDG).
2. Dangerous goods transportation registration
The transportation of dangerous chemicals requires the submission of SDS/MSDS to customs and commodity inspection departments to confirm the composition and transportation risks.
III. Customers and internal management of enterprises
1. Customers take the initiative to request
Downstream customers (especially international purchasers) may require suppliers to provide SDS/MSDS to ensure product safety and compliance.
2. Enterprise safety management
- Chemical production, storage, operation and other links require the use of SDS/MSDS to understand the hazardous characteristics of the product and formulate emergency plans.
- It must be submitted during the registration of dangerous chemicals or environmental inspections.
IV. Special scenarios
1. Non-hazardous goods but containing potential risk substances
For example, lead-containing mobile phone cases, adhesives, cosmetics, etc., although not listed as hazardous goods, need to provide reports to meet customer or regional regulatory requirements because they contain specific chemical components.
2. Cross-border e-commerce platform requirements
Platforms such as Amazon may require SDS/MSDS or COA (Certificate of Analysis) and other documents for battery and cosmetic products.
