Health Canada has released the latest industry guidance for glazed ceramic and glassware products suitable for food contact, which applies to the Canadian Consumer Product Safety Act (CCPSA) and the Glazed Ceramics and Glassware Regulations (GCGR, SOR/2016-175).
1. Confirmation of regulatory applicability
As a plastic food contact material, the food storage box must meet the requirements of Canada's "SOR/2016-175" regulations, focusing on the following testing:
- Material type: common plastics such as polypropylene (PP), polyethylene (PE), polyester (PET).
- Component disassembly: If it contains non-plastic components such as silicone seals and metal fasteners, they must be tested separately.
II. Steps of the whole testing process
1. Interpretation and preparation of standards (1-3 working days)
- Regulatory requirements: Focus on the provisions of Chapter 4 "Plastic Products" of "SOR/2016-175" to clarify the migration limits of lead and cadmium (lead ≤0.5mg/L, cadmium ≤0.25mg/L) and the total migration standard (≤10mg/dm²).
- Document preparation: Provide product BOM table (including plastic model, additive list), production process flow chart.
2. Select testing agency (key step)
- Qualification requirements: Prioritize laboratories accredited by the Standards Council of Canada (SCC) (such as Dezewei).
- Service comparison: Confirm whether the laboratory has:
- Full testing capabilities for plastic products (chemical migration + physical properties).
- Expedited service (report within 3 working days, fee increased by 30%).
3. Sample preparation and submission
- Quantity requirements: At least 5 complete samples (including accessories such as seals) from the same batch are submitted for inspection.
- Pretreatment:
- Use neutral detergent to clean and remove surface oil and residue.
- After natural drying, seal and package to avoid secondary contamination.
4. Sign a testing agreement
- Cost details: Conventional full-item testing is about 1,000 yuan.
- Cycle agreement: Standard process 5-7 working days, including a buffer period for re-inspection of unqualified products.
5. Laboratory testing items (core link)
Chemical migration test: 3% acetic acid (70℃/2h) immersion, detection of lead, cadmium, formaldehyde, bisphenol A (BPA) migration, ICP-MS, HPLC
Physical performance test: Heat resistance: 100℃ boiling water for 30 minutes without deformation
- Cold resistance: -20℃ freezing for 24 hours to resist brittle cracking, ISO 22006
Barrier performance verification: oxygen transmission rate (≤10cm³/m²·24h), water vapor barrier rate (≤5g/m²·24h), ASTM D3985
6. Report review and rectification
- Unqualified handling: If the lead migration exceeds the standard (such as the test value of 0.8mg/L), it is necessary to:
- Change the raw material supplier (select lead-free stabilizer).
- Adjust the injection molding process parameters (such as lowering the processing temperature).
- Re-inspection requirements: re-sampling is required after rectification
7. Obtaining a compliance certificate
- Report content: including test methods (such as ISO 6486-1), actual test data comparison, and laboratory qualification documents.
- Labeling requirements: after passing the test, the product must be marked with "Compliant with SOR/2016-175" and the resin code (such as PP-05).
