Guidelines for Obtaining EU REACH Test Reports for Synthetic Leather
I. Applicability and Regulatory Basis
Synthetic leather (PU leather, PVC leather, etc.) is a commonly used material in textiles, footwear, apparel, and bags. When exported to the EU, it must comply with the requirements of REACH Regulation (EC) No 1907/2006.
Core Requirements: When the content of SVHCs (Substances of Very High Concern) in materials exceeds 0.1% (w/w), importers or manufacturers must fulfill their notification and disclosure obligations.
Restricted List: Must simultaneously meet the restrictions on substances for leather/textiles under Annex XVII of REACH.
II. Key Testing Items
| Substance Category | Main Detectable Targets | Limit Requirements
| SVHCs (Substances of Very High Concern) | 253 items (continuously updated) | ≤0.1% (w/w)
| Phthalate | DEHP, DBP, BBP, DIBP, etc. (6 items) | ≤0.1%
| Azo Dyes | 22 types | ≤30mg/kg
| Organotin Compounds | TBT, TPhT, DBT, DOT, etc. | Different limits for different substances
| Heavy Metals | Lead, Cadmium, Nickel Release, etc. | According to REACH XVII
| Formaldehyde | Release Level | ≤75mg/kg (skin contact)
| Perfluorinated Compounds (PFCs) | PFOS, PFOA, etc. | Restricted Use
III. Application Process
1. Preliminary Preparation
Determine the product's intended use (footwear, clothing, bags, furniture, etc.)
Prepare samples (recommended: at least 20g samples in multiple colors)
Collect the supplier's SDS (Safety Data Sheet) and Material Declaration
2. Select a Testing Institution
Select a third-party laboratory with CNAS and CMA accreditations (DEZEW Testing CNAS Registration No.: L8083)
Prioritize institutions with EU REACH testing experience and the ability to issue reports in English.
The report should comply with REACH regulations and possess ECHA-approved testing methods.
3. Application for Testing
Fill out the testing application form and provide product information.
The laboratory recommends a testing plan based on the material.
Send the samples.
4. Testing and Reporting
The laboratory tests according to EN, ISO, EPA, and other standard methods.
Issues a REACH compliance test report.
If limits are exceeded, improvement suggestions are provided.
IV. Required Documents
1. Product ingredient list and formula information
2. Description of each layer structure (base fabric, coating, surface treatment, etc.)
3. Supplier's SDS safety data sheet
4. Samples (recommended to cover all colors and material types)
V. Cycle, Costs, and Recommendations
Testing cycle: 5-7 working days
Cost range: Approximately 800-2000 RMB, depending on the number of items
Report validity: Recommended to update every 1-2 years
Follow-up recommendations: Establish a supply chain material control system and conduct regular retesting to address ECHA list updates
VI. Key Considerations
REACH does not require a "certificate": Substantive compliance is proven by a test report + declaration of compliance
Focus on phthalates: High risk of PU synthetic leather containing these substances
Pre-compliance assessment can be applied for: Small sample testing before bulk shipment to screen for risks
Different limits for different uses: Stricter requirements for infant and toddler products
