Guidelines for Obtaining an EN71 Report for Children's Electronic Toys
I. Product Classification and Applicable Standards
Children's electronic toys are classified as electric toys and must meet the following standards simultaneously:
| Standard | Scope of Application | Core Requirements
| EN71-1 | Mechanical and Physical Properties | Small parts, sharp edges and angles, ropes, etc.
| EN71-2 | Flame Retardancy | Material Burning Rate Limits
| EN71-3 | Chemical Safety | Migration of 19 Heavy Metals
| EN62115 | Electric Toy Safety | Battery, Circuit, Temperature Rise, etc.
II. Preparations Before Application
1. Document Checklist
Product Instruction Manual (Chinese and English)
Circuit Diagram, Battery Specifications, Parts List
Material Certificates (Plastic, Fabric, Metal Parts)
Product Photos (Multi-angle Detail Photos)
Application Form, Letter of Authorization
2. Sample Requirements
5-10 Finished Product Samples
Including complete packaging, battery, and accessories
III. Application Process (5 Steps)
① Choosing an Institution — ① Select a laboratory with CNAS/CMA accreditation and EU recognition (e.g., Dezeway Testing, CNAS registration number: L8083)
② Sample testing — The laboratory conducts testing according to the full range of EN71 standards and EN62115 standards.
③ Report preparation — An English test report is issued after the test is passed.
④ Certificate issuance — The institution affixes its seal; the certificate is issued in 5-7 working days.
⑤ Follow-up — Affixing CE Mark and Preparing Technical Documents
IV. Key Considerations
Battery Type: Button batteries must comply with the new EN62115 requirements; be aware of the risk of accidental ingestion by infants and young children.
Removable Parts: Small parts such as eyes and buttons must pass a tensile test (≤50N).
Audio and Visual Functions: Decibels must be ≤85dB to avoid damaging children's hearing.
Coating Testing: Paint and ink must be rigorously tested for heavy metals (lead, cadmium, chromium, etc.).
V. Processing Time and Costs
Processing Time: 5-7 working days
Cost: 800-2000 RMB (depending on product complexity)
It is recommended to start the application process 2 months before export and confirm the additional requirements of the destination country in advance (such as German LFGB, French food contact material regulations, etc.).
