Guidelines for Obtaining EU POPs Test Reports for Electronic Components
I. Background of POPs Regulations
Persistent organic pollutants (POPs) are chemical substances that are persistent, bioaccumulative, toxic, and capable of long-range migration. The EU POPs Regulation (EU 2019/1021) imposes strict restrictions on POPs substances in electrical and electronic products. As core components of electrical and electronic products, electronic components must comply with these regulations.
II. Common POPs Detection Substances in Electronic Components
| Substance Category | Common Uses
| Polybrominated Biphenyls (PBBs) | Flame Retardants
| Polybrominated Diphenyl Ethers (PBDEs) | Flame Retardants
| Hexabromocyclododecane (HBCDD) | Flame Retardant
| Perfluorooctane Sulfonic Acid (PFOS) | Oil and Water Repellent Coatings
| Polycyclic Aromatic Hydrocarbons (PAHs) | Plastic Additives, Rubber Parts
| Phthalate Esters | Plasticizers
III. Application Process (5 Steps)
1. Determine the Scope of Testing
Identify the types of materials used in the product (plastics, metals, coatings, etc.)
Determine if it involves substances of very high concern such as PCBs
2. Select a Testing Institution
Select a third-party testing laboratory with CNAS/CMA accreditation (DEZEW Testing CNAS Registration No.: L8083)
Prioritize testing institutions accredited by the European Union
3. Submit Samples and Documents
Provide electronic component samples (usually 2-3 sets)
Submit product bill of materials (BOM), composition specifications, and other technical documents.
4. Laboratory Testing
Testing will be conducted according to EN 62321 series standards or IEC 62321 methods.
The testing cycle is usually 5-7 working days.
5. Obtaining the Report
A test report will be issued after the test is passed.
The report includes the testing methods, test results, and conclusions.
IV. Required Materials
Product specification sheet and technical drawings
Bill of Materials (BOM)
Raw material composition declaration
Production process description (if any special processes are involved)
Application form and authorization letter
V. Precautions
Compliance Points:
The EU POPs regulation has different limits for different substances, such as PFOS limit of 10 mg/kg and HBCDD limit of 100 mg/kg.
The report is usually valid for one year. Retesting is required if materials or suppliers change.
