Guidelines for Obtaining EU REACH Testing Reports for Industrial Chemicals
Exports of industrial chemicals to the EU must comply with the REACH Regulation (EC No 1907/2006). For "articles" exported to the EU (such as industrial products containing chemical components), companies typically need a third-party laboratory to issue an SVHC testing report, proving that the content of Substances of Very High Concern (SHC) in the product does not exceed the 0.1% (w/w) threshold. The following are the key points for obtaining REACH testing reports for industrial chemicals/products.
I. Clarify the Purpose and Type of Testing
REACH testing reports are mainly divided into two categories:
SVHC Screening Test: Tests the content of 240+ SHCs (dynamically updated) in the product.
Restricted Substances Testing (Annex XVII): Tests for chemicals restricted for use in the EU (such as azo dyes, phthalates, heavy metals, etc.).
If the industrial chemical itself is used for registration, complete physicochemical, toxicological, and ecotoxicological test data must be submitted by tonnage (i.e., the content of the previous reply).
II. Processing Procedure (5 Steps)
1. Product Information Review: Clarify product composition, raw materials, intended use, and export volume.
2. Selection of Testing Institution: Entrust a third-party laboratory with ISO/IEC 17025 and CNAS/CMA accreditations (e.g., Dezeway Testing CNAS Registration No.: L8083).
3. Sample Submission and Testing: Provide samples according to the laboratory's requirements (generally 50-200g/piece). The laboratory will conduct testing according to relevant standards (e.g., IEC 62321 series, EN methods, EPA methods).
4. Report Issuance: The laboratory will issue an English version of the test report, indicating the SVHC test results, the concentration of detected substances, and the conclusions compared with the threshold.
5. Subsequent Compliance: The report will be submitted to the customer or EU importer as evidence of REACH compliance, and, if necessary, accompanied by SDS and SVHC declarations.

Physical sample (meeting the laboratory's minimum testing requirements).

IV. Processing Time and Cost Reference
Processing Time: 5-7 working days for routine products;
Cost: Approximately 2000 RMB for a single SVHC screening; restricted substances are priced per item.
Influencing Factors: Product material types and quantities, number of testing items, expedited service.
V. Key Considerations
Report Validity: It is recommended to choose an EU-accredited laboratory to avoid reports being unreliable.
List Updates: The SVHC and Annex XVII lists are updated multiple times annually; it is recommended to reconfirm before shipment.
Joint Liability: EU importers are obligated to verify the authenticity and validity of the report; exporting companies should retain original testing records.
Exemption Boundaries: Simplifications may be appropriately applied to purely machined products and certain metal products without chemical coatings.
